Türkiye’s 20-Year Exemption for Foreign-Source Income
Read the official scope and application rules for the foreign-income exemption and understand why buying property does not automatically qualify you.
Sources reviewed on 1 November 2026: Additional Article 20/D of Türkiye’s Income Tax Law provides a twenty-year income tax exemption for foreign-source earnings and revenues of individuals who satisfy specified conditions. Income Tax General Communiqué No. 333 explains the procedure. This article is general information about that framework, not a determination that a particular buyer qualifies or a promise of tax savings.
Eligibility is not based simply on foreign nationality or ownership of a Turkish home. Tax residence, the preceding three calendar years of domicile and tax liability, and the special provisions in the legislation must be considered together. The framework concerns people deemed resident in Türkiye from 1 January 2026. The law also contains specific provisions concerning certain previous Turkish-source income, so a blanket statement that any earlier tax registration rules a person out would be misleading.
An application to the competent tax office and an exemption certificate are required. The communiqué specifies an application by the end of the calendar year in which residence is established, with a deadline at the end of the second month of the following year for those becoming resident in the final two months. Establish the relevant tax-residence date with an adviser rather than assuming a property completion or travel date is decisive.
Purchasing property does not itself activate this exemption. Turkish-source income must be distinguished from income arising abroad. In particular, rental income from a property in Türkiye should not automatically be treated as exempt under this provision. Obligations in another country, any relevant tax treaty and the nature of each income stream also need individual consideration. A property purchase and a tax application therefore require separate assessments.
When preparing a purchase budget, consider the price, intended use and ongoing ownership costs separately. Do not include an unapproved tax benefit as guaranteed investment income. Assess relocation and ownership against a budget you can support independently of an application outcome. Provide your tax adviser with complete residence information, income sources and past tax records so that the discussion addresses your actual circumstances rather than a general marketing example.
